Job Description
Duties and Responsibilities:
- Contribute intellectual content to design and implementation of evaluation, based on sound evaluation principles and methodologies. Contribute to the design of conceptual framework. Help develop and test hypotheses.
- Extract World Bank and/or IFC operations and corporate data from internal information systems such as IEG DataHub, Standard Reports, Imagebank, and similar IFC systems.
- Extract data on various macroeconomic and/or sectoral indicators from internal or external database and repositories.
- Design analytical protocols and develop codebook(s). Analytical protocols and codebooks may be for portfolio identification, portfolio analysis, or other evaluative purposes.
- Portfolio identification: conduct text searches and develop data extraction queries to identify operations relevant to an evaluation, taking the evaluation questions and conceptual framework for the evaluation as guidance in consultation with evaluation team.
- Portfolio review: collect, manage and process data and documents related to evaluation questions. This may include coding of narrative data such as interviews or project documents. Arrive at final datasets suitable for analysis.
- Portfolio analysis: create tables and charts to produce descriptive statistics as needed as well as to explore analytical questions and to show findings. Create diagrams and data visualizations in summarizing quantitative evidence in clear convincing graphs and concise text, as needed. Propose and conduct more systematic analyses based on coded portfolio and external data that help answer evaluation questions including econometric analyses and/or other methods in the machine learning menu.
- Geotagging: collect and prepare data on projects’ implementation locations from internal operations data systems for geospatial analysis of portfolio. For operations with missing geolocation data, extract relevant information from project documents.
- Work with the IEG Methods Advisory Function team to develop and apply data science techniques for portfolio identification, review, and analysis, including geospatial analysis, text mining, supervised text classification, text clustering/ topic modeling, and generative AI models.
- Prepare and share data visualizations and dashboards to communicate findings of Portfolio Review and Analysis (PRA) work or other findings as required for IEG products.
- Prepare evaluation portfolio data packages based on the IEG data package requirements.
- Participate in brainstorming meetings with TTLs and other team members.
- Contribute to case study analysis.
- Contribute to the drafting and editing of reports and communication materials.
- Write appendix(es) or background papers to report on analysis.
- Write summaries, sections, or paragraphs for main report.
- Proofread and enter text edits in report documents as needed.
- Draft text for blog posts and similar online outreach.
- Respond to requests for data and related information from other IEG teams and from World Bank Group units.
- Orient new team members to tasks, datasets, documents, and other information as needed.
- Contribute to the dissemination of findings, e.g., prepare message driven PowerPoint presentations, blogs, etc. supported by quantitative and qualitative data and evidence.
- Other tasks as agreed with Task Team Leader or Manager.
Education:
- Master’s degree in social sciences with a quantitative focus such as economics, sociology, political science, public policy, or related field. Bachelors’ degree in quantitative field such as statistics, mathematics, or engineering is a plus.
- Three (3) years of work experience in international development operations, research, evaluation, data management, or data analysis.
Experience:
- Experience in working with World Bank, IFC, MIGA and/or other MDB’s operations data. Working knowledge of World Bank, IFC, MIGA instruments and project life cycles and milestones, and operations policies and procedures.
- Experience in working with cross-country macroeconomic and/or sectoral data, and knowledge of relevant databases for such data (e.g., WDI, WEO, WGI, HMIE, EIU, Datastream, and Bloomberg).
- Excellent command of Excel
- Proficiency in the use of statistical language (e.g., R), statistical software packages (e.g., Stata) or programming language (e.g., Python)
- Proficiency in data visualization is essential. Knowledge of PowerBI and / or Tableau for data visualization and dashboard development is desirable.
- Knowledge of relevant R and/or Python libraries/packages for machine learning, geospatial analysis, and text mining/ natural language processing. Knowledge of SQL is desirable. Knowledge of other programming languages such as C/C++ is desirable.
- Knowledge of machine learning theory and implementation in relevant R and/or Python libraries, specifically natural language processing, generative AI, image processing.
- Experience in working with different types of APIs is a plus, as is experience in web scraping.
- Knowledge of statistical and econometric modeling techniques. Knowledge of causal inference techniques and counterfactual analysis.
- Use of appropriate methods to analyze data. This may include case-based analysis, cost benefit and cost effectiveness analysis, computer assisted qualitative data analysis and financial analysis.
- Understanding of the main concepts in development evaluation (e.g. theory of change, results frameworks, process evaluations, summative evaluations, etc.).
