Job Description

About Key responsibilities and Duties

Implement the workplan and activities agreed with the governments of beneficiary countries of PACTS under the guidance and day-to-day direction of the Team Leader, Technical Cooperation, HTMSS;

Deliver counter human trafficking and migrant smuggling advisory services, capacity building and technical cooperation activities in PACTS beneficiary countries, with a special focus on African countries;

Provide criminal investigation and/or prosecution (international, regional or national) training and serve as an operational mentor towards building capacity of national law enforcement, prosecutorial agencies and other relevant counterparts to successfully investigate and prosecute human trafficking and migrant smuggling, including with a focus on international cooperation in criminal matters;

Participate in preparing concept notes, agendas and other documentation; identify experts and participants; carry out programmatic/administrative tasks necessary for the achievement of expected results in the assigned substantive area; participate in preparing specialized technical assistance delivery tools, such as manuals and guides;

Undertake frequent mission travel in the PACTS project beneficiary countries;

Ensure regular communication with the project donors, national counterparts and national project staff and HQ and ensure that reporting obligations towards HQ’s reporting to the donor are fulfilled in a timely manner.

Required all Qualification details and Experiences, How to apply

An advanced university degree (Master’s degree or equivalent) in law, criminology or related disciplines is required.

A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of seven years of relevant, progressively responsible professional experience, including international experience, in crime prevention and criminal justice is required.

Solid work experience of two years in advising on development of policies or criminal justice response against trafficking in persons or smuggling of migrants is required.

Work experience in investigations, law enforcement or prosecution of trafficking in persons and the smuggling of migrants is required.

Work experience in the development and delivery of training in the areas of trafficking in persons or the smuggling of migrants is required.

Work experience in providing advisory services to promote international cooperation in criminal matters in the areas of trafficking in persons and the smuggling of migrants is desirable.

Work experience with counterparts in field locations is desirable.

Work experience within the United Nations system or similar international organization is desirable.

Experience in data analytics or related area is desirable.

Languages:

English and French are the working languages of the United Nations Secretariat.

For the position advertised, fluency in English is required.

Knowledge of another United Nations official language is an advantage.
