Job Description
Duties and Responsibilities:
Manage the USRAP/RMM Training Hub in Washington DC, catering to the learning needs of staff at all levels, enhancing their skills to achieve program goals, deliver quality service to beneficiaries, and drive continuous improvement.
Develop a learning strategy for the USRAP and RMM that aligns with organizational, program and donor priorities, identifies skill gaps, and proposes solutions. This includes strategic oversight of the Washington Training Hub, establishing feedback loops with USRAP and RMM senior management and Project Managers, conducting biannual Learning Needs Assessment, and collaborating with IOM’s Staff Development & Learning unit for unified staff development.
Lead learning design efforts by working with instructional designers and developers to evaluate, update and ensure content quality of RMM & USRAP courses.
Assess and address global USRAP/RMM staff learning needs in partnership with Regional Trainers, focusing on priority training areas and developing opportunities that support long-term goals, while mentoring USRAP/RMM trainers and overseeing training activities across regions.
Curate and maintain a catalog of external learning resources for USRAP and RMM staff, including specialized training sessions and learning curriculums.
Enhance collaboration and communication with USRAP/RMM Regional Trainers, ensuring their involvement in the learning design process, clearly communicating project plans and outcomes, and effectively incorporating their feedback.
Organize a yearly Training of Trainers Workshop to refresh Regional Trainers on new courses and enhance their training skills.
Evaluate and enhance Washington Training Hub operations, providing input for new procedures and engaging in policy discussions to improve guidelines and communication. Oversee the registration and data management of mandatory USRAP and RMM courses in the IOM Learning Management System for accurate reporting.
Act as a Subject Matter Expert and facilitator for Washington Training Hub activities, especially in staff orientation, talent development, and leadership training.
Education:
Master’s degree in Adult Learning, Education, International Relations or a related field from an accredited academic institution with seven years of relevant professional experience, or;
Bachelor’s degree in the above fields with nine years of relevant professional experience.
Experience:
Experience in Learning Development and Project Management;
Experience in providing adult learning opportunities to individuals in a cross-cultural context.
Familiarity with financial and business administration;
Sound and proven understanding of internal and international migration issues in key USRAP countries, including El Salvador, Jordan, Kenya, Thailand, Turkey and Ukraine;
Knowledge of adult learning methodologies and learning course development is an advantage.
Languages:
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
