Job Description
Duties and Responsibilities:
Review existing strategic planning policies and processes for the ECOWAS Commission, institutions and agencies
Advise on compliance and support the review/development of policies and manuals as required
Support the mid-term review of the ECOWAS 4X4 Strategic Objectives in consultation with ECOWAS Member States, institutions, agencies and stakeholders
Provide technical advice and support in promoting results-based planning within the ECOWAS Commission, institutions and agencies
Ensure the use of IT tools to monitor progress in implementing the ECOWAS Vision 2050.
Ensure tools and processes for the strategic alignment of annual work plans with the ECOWAS Vision 2050.
Support the finalization of the CSF key performance indicators and ECOWAS strategic objectives
Advise and provide technical support in data collection to support the monitoring of indicators
Collaborate with ongoing processes to automate data collection, population and analysis and advise accordingly
Support the production of results-based M&E quarterly and final reports using automated software such as the Aid Management Platform
Support the evaluation of ECOWAS programmes and projects in line with ECOWAS Vision 2050
Advise on the best approaches and tools to be used by ECOWAS to promote an ERM culture
Support the updating of risk registers of ECOWAS Commission directorates
Facilitate capacity building on European risk management for contact persons in the Commission
Advise and support the automation of ERM in the ECOWAS Commission through applications and systems products (SAP)
Education:
Advanced degree (Masters or PhD) in Strategic Planning, Economics, Development Studies, Public Administration or a related field
Experience:
At least 15 years of relevant experience in strategic planning, monitoring and evaluation, preferably in an international or regional organization
Proven track record of developing and implementing strategic plans and M&A frameworks
Strong analytical and problem-solving skills
Excellent communication and interpersonal skills
Ability to work collaboratively with diverse stakeholders
Proficiency in M&A software and tools
Fluency in English or French; proficiency in one or more additional ECOWAS official languages is an advantage.
